Homeowner Association Dues

Heron Creek Homeowner Association dues for 2007 are $326.00 and are payable upon receipt of the invoice, usually around April 1.

The annual Homeowners Association meeting is held in March each year where the Association budget is set and homeowners have the opportunity to ask questions about the budget and the development. All homeowners are notified by mail of the meeting date and time. The meeting is held at the Sycamore Public Library.

The Association budget covers common area mowing and maintenance, taxes, insurance, office expenses, seasonal planting and decorating, general upkeep and management. The Developer retains control of the Association until 100% of the lots have been sold; or when the Developer determines that the development is complete or at such earlier time as the Developer may elect.

Every Heron Creek homeowner is a member of the Homeowners Association and is subject to all the Covenants, Conditions and Restrictions of the subdivision. The purpose of the covenants is to provide for a residential subdivision of the highest quality and character; and for securing an attractive, harmonious subdivision that will have continuing appeal in an effort to maintain the highest property values.

Architectural Review

The Architectural Review Committee must approve any plans for decks, porches, room additions, gazebos, pools, fencing, satellite dishes, ponds, landscaping, swing sets, and exterior improvements prior to work taking place. Submit all plans to B & B Enterprises. Please allow two to three weeks for all plan reviews.

Procedures for submitting plans for approval

The following information is needed for the Architectural Review Committee (ARC) approval process:

Landscaping

Landscaping plans must be approved by the Architectural Review Committee prior to landscaping being started. Residents are required to landscape at a minimum with planting beds in the front yard and must seed or sod the entire yard, front, side and rear. Landscaping should be completed within six months of issuance of an occupancy permit, temporary occupancy permit or as soon as reasonably possible in the next planting season.

Before your excavator digs, he must call J.U.L.I.E. (800-892-0123) to locate underground utilities. It is also important to call Kim at (630)816-0238 to locate street light cables. Homeowners are responsible for the cost of any repairs.

Motorized Vehicles

No motorized vehicles are allowed in Heron Creek parks or along the property easements. This includes, but is not limited to, ATV's (All Terrain Vehicles), scooters, motorcycles, and snowmobiles.

Swimming Pools

All swimming pools must be approved by the ARC. Above-ground pools are not allowed. A landscaping plan must be submitted and approved by the ARC to assure proper screening of the pool. Pools can be located no closer than 10’ from the rear or side lot lines. Please contact the City of Sycamore for their pool fence requirements.

Fences

Fences can be no taller than 48” and must be picket or wrought iron style. No privacy or barricade type fences are permitted. No wall, fence, hedge or shrubbery which unreasonably restricts the view or impairs the openness of Heron Creek may be constructed on any lot.

No Trade, Business or Profession

No trade, business, profession, or any other type of commercial activity shall be carried on in the development except as permitted by local zoning.

Swing Sets

A swing set must be located behind the house where it is not visible from the front street. Submit a site plan showing the location and design to the ARC prior to installation.

Storage Sheds

Storage sheds and other “out-buildings” or storage cabinets are not allowed. This includes, but is not limited to, those made from wood, PVC or metal.

Garbage Cans

Refuse should not be put out prior to 8 p.m. the night before the scheduled pickup. Garbage cans and recycling bins need to be placed in garages during the week. With high winds possible, please take the steps necessary to eliminate trash blowing around the neighborhoods.

Open Burning

Other than barbecues in properly constructed barbecue pits or grills and fire pits, no open fires are allowed. There shall be no open burning of refuse or building materials.

Parking

Boats, campers, snow plows and other types of recreational vehicles or tools can not be left on driveways or in the yards. They must be stored in the garage or off-site. If it is necessary to park a recreational vehicle in the driveway for a short period of time (preparing camper for a trip or grandparents visiting, etc.) please notify Kim at 630-816-0238.

No commercial vehicles (trucks or vans with a business name on the side or back) may be parked on or about the streets or driveways of the lots. Parking is never allowed on the lawn.

Lot Appearance

Homeowners may not accumulate junked vehicles, litter, refuse, tools, equipment or other unsightly materials on the lot. Natural growth shall be kept trim and neat. Plantings shall be kept relatively free of weeds. Tarpaulins and similar covering materials are not allowed.

Antennas & Satellite Dishes

Satellite dishes can be no larger than 20'' in diameter and must be approved by the Association and the developer prior to installation. It must be installed on the back wall or roof of the house so it is invisible from the front street. Antennas must be installed in the attic of the home and not on the roof.

Parkway Trees

The developer, B&B Enterprises, will be planting a tree in the parkway of each new home. Trees are planted in spring and fall, weather permitting. Homeowners are responsible for watering them until they are established.

Mailboxes

A standard mailbox and post must be purchased from Mailbox Services (847-669-2752). The cost of a new mailbox and post is $210.00. In the event the mailbox is damaged or destroyed, contact Mailbox Services for a replacement box and/or post. Subsequent mailboxes/posts and/or installation shall be paid for by the homeowner. Novelty mailboxes and mailboxes with an appearance other than the standard box are not allowed.

Dogs

Don't let your dog be a problem to the neighbors!

Landscape Waste and Trash

Do not place landscape waste, grass clippings or trash in the open space, ponds, empty lots or dumpsters rented by contractors at home sites. The garbage dumpsters are private property. Placing grass clippings in the ponds causes an increase in algae. Please notify your landscape companies that they must bag the waste.
